What a two-year-old can already do
At two, a game has to work without reading, without waiting long and without losing being a problem. Matching pictures, naming animals and putting shapes in the right place are exactly the right level. Rounds should last a few minutes, not twenty.
Playing together rather than against
Co-operative games where everyone helps the same character avoid the disappointment of losing, which at this age ends the game entirely. Large wooden or thick cardboard pieces survive being chewed and thrown. An adult playing along is part of the design, not a fallback.
